I just received a new iphone 4 to replace a broken one. Its been about 6 hours and only 2 of my apps have loaded. I have turned it on/off, turned on airplane mode and turned it off, backed up to the cloud. Should I system restore and if I do this, when the phone restores, will all the apps restore or will I have to reload them all? I would like to avoid this if possible!
Be sure that you don't have a restriction aenabled to block the installing of new apps. If you don't i suggest just doing a restore.

The restriction will be located in the settings of the iPhone.
Settings > General > Restrictions
As for restoring your iPhone, it will erase all data from the iPhone. You will be able to load the data back onto the phone from a backup in iTunes or iCloud. The apps will not be there automatically, but instead need to be either synced (with iTunes) or downloaded over a network (from iCloud).
