all of my apps are unable to update or download. iPhone 4S

I've been trying to update and download a few apps but I keep getting a notification that it's unable to download. Ever single one is doing this! I've turned my phone on and off but it's not working. Do I have to get on WiFi inorder to figure out whats wrong? My other apps are working fine until I have an update for them.

There is a setting to allow app downloads over the cell carrier. If i remember correctly its in the store section of the settings.

did you recently change you password?

try going into store and signing out of the appleid and sign back in and see if that helps.
