Basics from the manual are restart, reset, restore.

 

Have you tried all of these?

My apps

Are stuck on loading, waiting and then says can't download. Retry or cancell. Nothing works!!!     . This is 7 days later after updating apps. Ive deleted apps. Signed in and out of apple. Downloaded a new app. Reset my phone now what? Please somebody tell me
